Ken Burg was kind enough to send this in. Ken Burg is Whil Harlan's Road Manager, was Harlin's Road Manager and keeper of their archives. A HUGE Thanks to Gib, Drake & Brett!! Here's the note I received with the song from Ken. 

"Broken Balance - words and music by Brett Scott.  One of Brett's first tunes also.  This is a very early work-through.  On the tape there are false starts, and they are arranging it as they go.  This may be the very first complete run through, ever.  The lead solo is a typical example of Gib just fucking around and shooting from the hip - when I think he was his most brilliant."
